So, I took a look at your map. By first glance I wouldn't call it "perfect". I am not sure if that is just a name or if it is in fact a statement from you.
I wouldn't call it a perfect map by third or fourth glance either. But I do see one thing, and that is potential. You have the potential to grow your skills in scenario editing. I will mention later some quick fixes you can do to easily get that 1.5 up to a 2 or 3.
On to the review:
So what I first noticed was the town. It had one type of road and that was just normal Road, which I absolutely despise in large amounts or just using that terrain. It seems like you've placed buildings first and have drawn the Road under buildings(The military part).
There were an overuse of resources there, the stone, which didn't fit in right above the King's Castle. To the lower part of your city, it got better. The Dock area was a nice part compared to the other places in the city, and the forest a little above that gave me an AOK campaign feel.
Here's what improvements you could've done: Mixed the road with Road,Broken and Road,fungus. Also, placing terrain before the buildings is something I prefer to do, because then I could plan what would go where.
Making some elevation would improve the map drastically and adding different terrain types other than Grass 1. Not adding all those villagers(Even though you've placed the map under N-P Scenarios, I was still able to play on it)
This are some of the quickest changes that can be done, of course there's a whole lot more like Eye-Candy and such.
My suggestion for you is to download some of the Top Rated files on the Blacksmith and just, study them. And try copy some parts of them yourself in the editor to learn their techniques.
