I will probably never give a 5.0 just on the philosophy that there is always room for improvement. I do find Tiger to one of the best land AI's out there. It has various strats with a (belated) flush being the dominant.
Tiger loses to many other AI's and may not make it in the top 10 of AI vs. AI. Against learning humans, however, Tiger may be one of the best AI's.
Tiger's focuses on military first, economy second. Feudal around 13 - 14. If a flush comes it would appear around 16 min, and if Tiger gets steam going it will Castle around 24 min. If a flush does not appear, Tiger may Castle around 19.
Out of the AI's I've tested, Tiger shows the earliest aggression - which to mean makes it indespensable as a training AI.

I've tried this AI in 3 games. 2 of the games had 4 teams of 2 players each, and the other had 4 single players. I used Hard level on all of them.
Tiger was killed quickly by Missionary Monkey in the single player game.
Tiger was strong though in both of the team games. It's obvious from watching that he uses a feeder strategy. Unfortunately, Tiger seems to have a bug that causes him to go idle in the late game. He would have won at least one of the team games, but suddenly went into hibernation and was wiped out by 2 onagers from a dying Zycat team. For the games I tried, he's 0-3 but clearly the hibernation bug is killing him.
If you're still working on AI's, it would be great if you can figure out why Tiger is losing his mind at the end of the game.
