This is a WORK IN PROGRESS, so don't expect accurate historical stuff... or even fair distribution of units and their HPs, Attack, Armor, etc..
I'm working with some guys around here and we're testing this thing online so we can tune the values so they get... fair.
The program is very easy to understand: you install it and then it makes a backup copy of the important files. Once running, you can turn the Mod ON/OFF. Pretty much like the 1.0E patch thing. When you uninstall it, everything goes back to its place, so there's no risk here. There's no help file yet.
When turned ON, the civs will be able to create 2 heroes each: 1 main hero (that costs 100 Gold plus 150 kills) and a secondary hero (that costs 100 Gold and 100 Food - there are exceptions). They're created at the 9th and 10th slots of the castle (you won't be able to create them with garrisoned units inside your castle) and take 2 minutes to be trained.
