Race against your opponent to transport your king to your assigned flags. Feel free to try because each time he dies a new one is generated. Walls and watch towers are disabled and a computer palisade is dividing the terretories. Genocide is disabled with villager regeneration.

This scenario is unbalanced to an extent that it is unplayable as a Multiplayer game. Player 1 receives unlimited villagers, while the triggers are not operational for player 2.
What you want to achieve is impossible without an altered .DAT file like Renaissance. Own Fewer Objects Villager Quantity 0 or 1 does only work until the player tasks the villager to do something. The moment the villager becomes a shepherd, forager, farmer, lumberjack, builder, miner etc. the game engine does not recognize any villager for the player and creates another one. Unless you want to use Renaissance and create a condition for every possible form a villager can have, delete the two 'no blue genocide' triggers. BTW, you use two conditions male and female, for male quantity 0 and 1, for female twice quantity 1. Quantity 0 overrides 1 and you receive 1 male villager but 2 female ones. For Own Fewer Objects Quantity 0 means less than 1, while Quantity 1 means less than 2.
