Feel free to use any of these buildings in your own map, just make sure you comment on this if you do use them so I can see my own buildings in action! Heres a screen shot of the map so you don't have to waste your time downloading if you don't have any interest in these kind of buildings.
I moved the file from Single Player Scenarios. Utilities are scenario design tools, you wave your copyright, offering your design free to use for others, which makes this a utility.

Put in your SCX Files in this location:
C:\Mircosoft Games\Age Of Empire II\Scenario
Then open Age of Kings and play in Scenario Editor. "Test"
Go to standard game...

Hi Cobaltz, welcome to AoKH and do not believe everything here. ;-)
A better place to answer your questions is our Scenario Design Forum, click "Forums" in the top left box to get there.
To play .SCX files, from Single Player, go Standard Game, select from Random Map Scenario and play the file you want from the drop down menu.
The disadvantages to play from the editor through Test, by clicking the scenario from test mode, you save it again, create a new one, which is the default one in your drop down menu. If the .SCX file saves an AI you remove it by playing through test, this will not hurt your game play if you have it in the AI folder, otherwise it will because the game engine sets that character to standard. Through Test, you do not see the introduction screen with a BMP, not the history section, which does not display in game. You cannot select the Difficulty unless you edit the scenario in Options, there is more like every saveover might add gate posts but I rest my case here.
