I like the mapdesign, it looked quite good. You just have to learn a bit more about triggers, to create some kind of events in the scenario.

I'm continuing my work on this scenario. I've added a lot of triggers.
I've seen a lot of crappy Robin hood scenarios and every noob tries to tackle this subject, but I want to prove that it can be fun!
- Play as robin hood
- Earn cash by killing tax collectors and robbing rich landowners
- Base camp: Merry men in sherwood forest
- Earn the thrust of the peasants by doing favors or donating coins.
- confront the sheriff in a siege of his castle.
- Detailed landscapes, and much more ...

Nice job on designing your map! It looks like you spent a lot of time on it, though you over killed with the flowers :P I think the triggers just need improvement, along with some of the team setups, such as on these items:
When I first started your game, some of the Merry Men like John and Bill the Tanner began scouting the map, and got killed by the City Guard o.O and with John out of the game, you're pretty much left mission-less :( So try to make them stay put until Robin Hood arrives.
The City Guard also constantly tried to ally with me -.-
The City Guard also sometimes began fighting with the Tax Collectors, I'm guessing that's not supposed to happen O.O
I tried killing a few Tax Collectors, and they didn't drop any gold. It'd be cool if they did, or if the peasants would pay you tribute each time you killed a Tax Collector. You should also make a re-spawn area for the Tax Collectors :D A castle would do, with a stockpile of food and gold.
Another thing I noticed was that the City Guard (the bad guys) didn't have any important buildings. You've placed the barracks and castles and stables under the peasants' control. Was that intentional?
Lastly, I thought a really important part of this scenario would be for the Merry Men to enter your control once you took Robin Hood to the Sherwood Forest. It'd also be nice if the important characters like John were more powerful (make him a two handed swordsman instead of a militia), and make Will, Bill, and Thomas into elite longbowmen instead of archers. The villagers in the Sherwood Forest area also should be able to build a town center or already have one to start with, or else it makes it impossible to gather resources and create more units and buildings.
I think that just about sums it up.

Well I have been working on this map for quite some time now and now I'm adding triggers , music, sound effects etc.
I've updated my scenario, it is playable for 15 minutes ;), but you get a hint of the atmosphere.
The first minutes are very RPG like, after you get to Sherwood, things will turn more into an RTS.
