I asked the google search machine.

I put "difference between illegal and unlawful" and got 89'500 answers.

From the first page:

Illegal and unlawful are adjectives with similar meanings but distinct connotations. Illegal means "against the law." Unlawful means "not in accordance with the law." Use illegal when referring to actions that are explicitly prohibited by law, and use unlawfulwhen referring to actions that are not consistent with law. As examples: Embezzling is illegal, because it is explicitly prohibited by law. Operating a business without a business license is unlawful, because it doesn't meet the requirements of a law or regulation.

hummm,,, unlawful would leave you open to a law suit from whoever,,,
illegal ,, would mean a possible arrest by police.

MY GUESS: " one letter" (of the law)
" you could court sue as long as she's 18"
" Their isn't any , that's why lawyers get rich"
