After reading this I've tried both options
Even when looping trigger, the units move too fast for the building to be created before the units move.
Task units it's better, because you can make sure the units give way for the building to be placed, however, this happens after a few seconds, so it doesn't look too elegant. But it works. Thanks!

Removing units or teleporting if your using HD may make it quicker.

First, find the exact tile that you need to place the building on.
Trigger 1 (Building Destroyed, Starting ON):
Condition: "Object in area (inverse)" - set it for building in area.
Effect: Activate Trigger 2
Effect: Activate Trigger 3
Trigger 2 (Looping, Starting OFF):
Task units away from area, duplicate for all players
Trigger 3:
Conditions: create your "objects in area (inverse)" condition for units. Make it slightly bigger than the building area itself, then duplicate this condition for all players.
Effect: Create building on specific tile
Effect: Deactivate Trigger 2
Effect: Activate Trigger 1 (if you want it to reset)

There is a lonely barracks. I want that after being destroyed it spawns a ruin. I know I can spawn a ruin with Trigger Studio, I have tested it, so that's not the problem. The problem is moving the units away fast enough so this looks good.
I want to spawn a ruin only for this barracks.

Perhaps you could stack a barracks on top of the ruin.
Not sure if the barracks would conceal the ruins or not.

I just tested the stacking and found if you change the barracks x positions last decimal from .50 to .75 with trigger studio it looks quiet decent.

It's even better if the coordinates of the barracks are x,y, the coordinates of the ruins are x-0.01,y-0.01.
