"People like the frame..."
Can you further explain what you mean by this?
"Hesitance is antechamber of refusal..."
It's probably a custom in many cultures and a way to be polite. But it also can mean that people here are cautious and don't wanna jump on huge projects. There are a lot of projects that never got finished because people lacked the time and had other stuff to attend too. Cause after all this is just a hobby.
"I find it annoying the members are basically working everyone for himself, except for a couple of major projects like AoCH, AoV..."
In my experience this is certainly not the case. People are working on stuff together all the time. Giving advice, reviewing each others works, helping out with triggers, graphics, music, map design,... It's just less visible than in big projects like aov or aoch as it's often done in private. But if you would download a couple of files in the blacksmith you'll see that a lot of them have a whole list of credits to people.
"What if the author of a project is hesitant whether he shall start such topic, and what if a contributor is hesitant which project to join and wants to share on a topic what are his skills and how much he can dedicate to a help request?"
If you have the talent or motivation you should never hesitate to help people with their projects.

I'm a bit confused. Specifically on how this dialogue is evolving. You're mad cause I don't put enough time and effort in age of empires?
