the icons are encoded in .dds, you see some icons are simply not displayed, like technology icons

Of course, fknabyss. I converted icon images to dds files sized 256x256, or I wouldn't see them in game at all.

I edit like every other image file in photoshop, some images are coded and i cant open. Also have a plugin for dds files for photoshop.

I have to repeat that I can convert between PNG and DDS files, it worked well when I replaced original icons with custom ones. So please don't suspect I created files with wrong formats.
The main problem is that icons in mod directories don't toggle along with the mod itself.

Well, I found that a icon mod can be toggled. But it sustained enabled or disabled since the game started, meaning if you want to change its status, you must re-launch the game.
