I personally think that a message board is much more useful. If I had to choose between the two I would take the message board that way members can always leave, suprise, messages for each other. You also don't have to always catch other people (not too many people sit around in a vacant chat room for hours hoping to catch someone). I personally wouldn't even have a chat but I can see instances where they would be useful, in example you could plan meetings with chat rooms.
