First read the tutorial of Jerusalem. After read it, if u have doubts, here u are some advices:
First at all the scenario must be funny. A funny scenario will have a 5 (in playability!) and a boring scn will have a 1. End. So, how can u do a funny scenario? Action: You can do a scenario like "Detective aprentice" were the goal is discover the killer. Here there´s no action, but it´s funny... why? because the storyline is great. You have to talk, discover hints, etc etc and with a little of action the result is an ADDICTIVE scenario. But if u select do a scenario plent of action, be sure it isn´t the typical RPG without storyline. Only putting enemies at the paths is boring. Try to do ambushes, let the player to choose the way to attack (with boats, with siege rams, for example), and one of the most EXCITING things is to put time. For example: "kill all the guards in the castle before the reinforcements arrive. You have 5 minutes" and u will have to fight against the timer and your enemies at the same time. Try to do things new (inspire on books!)... but do things new AND EXCITING. or change the tricks in other scenarios to do a exciting ´n´interesting effect. If the tricks are boring, bad very bad. Well, how can u know if somebody is interesting and funny or boring? If while you are playing you start reading the book you have near u, or you start to think in another thing, or u go to the freedge looking food, it´s boring. If u are patched to the screen, your mother calls you to eat and u say "in five minutes mum!" and u want to play play and play because you have only 1 minute to finish the damn castle or cause you are expecting a terrible attack from the damn sarracens... the scenario is great and u will have a 5. But test it! be sure you don´t have any bugs, cause if u have it your mark will be down! Well, I hope these advices have helped u! Good luck designing!
In my scenario, Legacy of the Black Prince, I'm working on setting up the single scenario as if it could be played through as many times as possible, with all sorts of variants on it. The randomly selected enemy, along with a customizable army, helps put the game down a twisting road. Quests of all sorts will be available, and treasure chests will be available a well. Humor has helped out with Ingo Van Theil's campaigns, and make sure that the storyline keeps on moving. Innovate. I plan to include as many different ways to get through situations, and include party based combat. Sound good?

Only a handful of the more that 100,000 AOK'ers would prefer 4 hour long scenarios......One even gets bored if a game continues (RM, DM) for more that 1:45-2:00 hrs.....
Beleive me have a campaign with 2-3 scn each of 45-60 mins....maybe with an intro and you got urself a good score. Of course the story, gameplay, balance, map-design has to be good...
Can you do the Double Yoda? A sexual move, where you do a double backflip, insert your penis into the orifice of choice, and scream, "Afraid are you?"
