I would say use a system similar to the FFFS only with weathr variables instead of enemy/damage etc. variables. Now, if you were doing a late winter scenario, this could work well.
For example:
Game Time > #
Create Objects - Snow Pines, (remove them for snow grass, or just leave them there)
and
Game Time < #
same thing, with different locations, or types of trees/animals etc.Also, use the flags.
Object in Area:
(ex.)Hero -> Inn
Condition:
Object in Area:
Flag A-E (Player Number)
and have multiple variables for each player number. Adding more flags allows for more variables.
For example, Flag A in area 1 belongs to player 7, flag A in area 2 belongs to player 5, then (using the above mod) let's say one flag for player 7 and one flag for player 5 is a variable: CloudyDay
Effect:
Create Object: Stormy Dog (Cloud)
and put say, 30 or so in, or something. I hope you understand?
