The only know way to work around the problem is to use "Kill Ratio" and not "Kills."
Why, here's the reason:
Suppose you kill a unit, the game records that as one kill. Thus your condition is satisfied and the effect happens. However, after the unit dies, the one kill is still there, so the condition is still satisfied. Fill in the rest of the blanks.
The only way around this is the "Kill Ratio" Same trigger, but make sure to create & kill one unit that belongs to you every time you kill an enemy unit.
The way this works is first the ratio is at 0 kills, 0 losses.
1. After you kill an enemy. 1 Kill, 0 Losses (1 - 0 = 1) Condition satisfied.
2. After a unit is created that belongs to you, but then immediately killed with another trigger. 1 Kill, 1 Loss (1 - 1 = 0) Condition is NOT satisfied and the ratio "resets."
3. Next kill: 2 Kill, 1 Loss (2 - 1 = 1) Condition TRUE
4. Create/Kill your unit (2 - 2 = 0) Condition FALSE
As you can see this cycle continues. However, this is only applicable in RPGs with one unit. Otherwise you will get losses because of battles and really screw up the Ratio.
