Ok, there's a way to do this (ships on ice) without a template or utility, but it takes a little time and a lot of patience; well, not too much. What you do is shown below in a basic example. Hope you can understand it.
What you want, basically, is paint Ice terrain along one shore, and do the same with the other, but make sure there is a 3 tile wide space between the two sheets of ice. Then you take the Tiny brush, and paint Ice along the borders of the Ice sheet as shown below:

L=Land
I=Ice
W=Water
^=Paint on these rows first, one tile at a time. Then paint the final strip of water, ONE tile at a time with Tiny brush, over with Ice.
Then you test it. It might take a couple tries to do, but it does work, and units can still walk over the ice.
I do believe it was Ingo Van Thiel who first discovered this trick, or else was party to it's discovery.
