Shitloads of triggers.
The only direct piece of advice I can give you after attempting to make stealth gameplay in a sceanrio where you had to sneak into a mansion and assinate someone is this: make the enemy ally with the player, but the player enemy with the enemy unless you are seen, which would require tons of object in area triggers, at which point the enemy unit would change ownership/stance to an enemy player.In my scenario I also had extinguishable torches (never triggered, but I knew how to) and many other things.
I recomend a woad raider as unit for fast speed and small vision, and have lights be made using map revealers, so you can watch the patrols and you know where to stay away from.
Another thing to try is this: Have all the road be regualar road except for a few tiles which would be broken, and make noise if stepped on (takes 3 triggers per broken square).
I might even be nice and make a short scenario containing all that complete with comments if you want. All of these ideas are my own, inspired mostly by MGS and Theif. I used them in my assasin scnario and Inner Circle, both of which were scrapped.
