With sound effects it's often not clear who 'owns' them. Just because they have been used by somebody in a scenario does not mean that they own them. In practice, I doubt most are 'owned' by anybody because you can't copyright the sound of e.g. somebody laughing (I think). However, if you do know that they did, I agree with LordThom that it is courteous to at least ask. I think the position with pieces of music may be different as you are probably infringing copyright. No doubt someone with legal knowledge will say all this is wrong but I wouldn't get your knickers in too much of a twist about this. Most people have bigger fish to fry.

Thanks a lot for clearing this up friends.By the way is it okay to use music and sounds from movies in custom campaigns.I have not seen many campaigns doing that.

Sceletar, if you mean in commercial films shown in cinemas etc, which have been composed/created by somebody else, then you should get their prior permission. You could do it anyway on the basis that you're unlikely to get caught but as LordThom says you lay yourself open to legal action.
