Ever played Commandos or, similar, Splinter Cell - where you have to infiltrate an objective? Not quite the same as a prison break but you could use similar priniciples, e.g., line of sight / hearing, etc triggering the responses of guards. I'm not too sure how you would trigger this but it could be good.
For example, you might have a guard outside the door of the player's cell and another patrolling the corridor. When the guard patrolling has moved away you might then manage to kill the guard outside your cell and take his weapon. Then as the patrolling guard returns, using the body as a decoy the player could then ambush him and escape the cell in that way.
You might like to try an emphasis on silence. For example, if a guard is stabbed within three tiles of another, that other will come to investigate. If a handgun is fired, an alarm is struck that brings out large patrols of guards. Things like that. Having shadows the player can hide in to escape pursuit is also a cool idea.
EDIT: Oops... basically a reiteration of what Lance and Hussar said. But you get the picture. A well-balanced little Scenario such as this has the potential to be a stunner.
