Well, here is the easy, but not always accurate solution. It only works if the player who kills doesn't lose any units (like for an RPG).
Trigger 1
Starting State: On
Looping: On__________________________
Condition 0: Acummulate Attribute, Player 1, Kill Ratio 1
Effect 0: Create object, Player 1, William Wallace [In the corner of the map, or a place where no one can access]
Effect 1: Remove Object, Player 1 [Set area to where you created William Wallace]
Effect 2: Tribute GAIA to Player 1, 1 stoneIf you want to do this for different players, make sure you create and kill the William Wallace in different spots.
