I think it's much easier to make smaller games. I tried making 2 considerably long games (several hour campaigns) but with just 1 scenario on a huge map... in both cases I would just not have the time/energy/dedication to work consistently on that one map for thousands of hours.
I would take a break of longer than a month and forget what I was doing. If I designed it in smaller segments then I probably would have finished both projects by now. It's not that the projects were beyond my ability, but that I went about making them the wrong way.
A solution to problems of abandoning scenarios might be to start off with a plan to design them one part at a time instead of intending to finish the whole thing immediately. If breaking off at a good stopping point is your plan from the beginning, then it's much easier to go back and finish the project.
