How do you use the sea gate and walls without a modpack?
Also:
Does anybody know how to change the name of a civilization without altering .DLL files? I know how to do it by modifying LANGUAGE.dll with a program like "Resource Hacker," but does anyone know any alternate methods?

You should've browsed for help a while back. This solution is really old, but I'll tell you.
Go into Genied2 [get it here,] open up empires_x1_p1.dat under your data folder in your Primary AOE folder. Then under edit, click 'Unhide All From Editor.' Case closed! You should be able to find it in AOE scenario editor.

Well Viper, I did check that thread out. I looked over it and viewed it a couple times, to be exact. But since it includes a huge list, is it not possible for someone to have missed one thing?

I'm sure no offense was meant. You're far from the first to do so
Check this link if you want sea walls and sea gates (wooden).
Then, click the 'terrain' tab in the scenario editor of the downloaded utility scenario. Click 'map copy' button in the list. And map copy the wanted wall portion to your scenario. If you have any problems with map copying, please ask.
