Are there any AI commands to prevent a computer player from killing sheep for food, even if there are sheep nearby?

Seems that there is no way
We can set the percent of hunters and fishermen,but unluckily no shepherds......
Or try this
(set-strategic-number sn-maximum-sheep-drop-distance 0)
Not sure whether it'll be available..

Another question:
Can someone please explain how "sn-cap-civilian-xxx" works as opposed to "sn-percent-civilian-xxx"?
I'm talking about:
sn-cap-civilian-builders
sn-cap-civilian-explorers
sn-cap-civilian-gatherers
and
sn-percent-civilian-builders
sn-percent-civilian-explorers
sn-percent-civilian-gatherers
I've read tutorials, and the CPSB file, but am having problems understanding still. I know you use percentage for "sn-percent-civilian-xxx" obviously, like 10% explorer, 30% builder, 60% gatherer. But what exactly does sn-cap do, and how do you use it? Can someone explain it in detail please. Thanks

with sn-cap-civilian-builders set to 1, only 1 builder per time is allowed, so you will be unable to build 2 or more buildinge at the same time. Set it to 10 or more; usually nomore then 1 villager builds a single building.
Some of those sns are more or less useless. You can set gather-percentage to 1 but if you have 10 villagers, 1 building, 1 exploring, you will always have 8 gatherers.
You can cap sn-civilian-gatherers but usually it only makes an AI more weak. In scenarios it may be useful pheraps.
sn-cap-civilian-explorers works but with other sns such as sn-total-number-explorers, sn-minimum-civilian-explorers, sn-number-explore-groups, sn-percent-half-exploration, and so on.
