Try this and tell me if it works.
Trigger 0: Starting state no/yes
Objective : No
Looping : No
Condition 0 : Select Object :
the 'Orc' you want to say something.
Effect 0 : Display Instructions : the text you want the orc saying & search on the left side for display sound meanwhile the text appears (or create Effect 1 and play sound - then the sound)
Effect 1 : Activate Trigger 1
Trigger 1 : Starting State : Off
Looping Trigger : Off
Objective : No
Condition 0 : Timer
The time you want to be between the first time the 'orc' say something, and the time that he say it again. For example, 10.
Trigger 0 : Activate Trigger 0
This will 'reactive' trigger 0, allowing the player to reselect the Orc who said something. Trigger 0 will reactive trigger 1 again, which will active trigger 0 again after the time you send.
An endless cyclus. It should work.
