...I'd use Photoshop, since I have it, and I'm pretty darn good at making web graphix with it. I used to have Paint Shop Pro, but I was ready for a new level, so I got Photoshop. Although, PSP might be easier to use with newbies to computer graphix. With Photoshop, theres hundreds more filters (well, almost).

The best package is what you are best with. You can have a high end package but if you don't know it it will take much longer to use it.
Actually most of the good packages can take Photoshop plugins and since a lot now have Custom filter effects you will have more than enough filters in the top 10 packages out there.
