When i try to replace a SLP with my modified bitmap, i get a message that tells something like:
quote: The pic is not 256 colors
Is it a bug, and if the answer is no, how should i fix it?

It is not a bug. Images have to be in 256 color format to work with Age of Kings, due to palette restrictions.

Here's a little trick that I did. Open up the bitmap. Then, save the picture as... then choose the 256 color bitmap. Try importing the picture again and it should work. However, I just got a very bad colored picture.

You can get better quality by opening the BMP in a more advanced editor, extracting AoK palette 50500, and loading the AoK palette in the image editor, which seems to have more versatility than saving as "256".
