AoE 2 seems to set a limit for range for units at 21 squares.
I had an idea for a scenario where I want to increase range for units far beyond this.
How do I do this? Mods?

I'm sorry, you are misguided, this was the first thing I checked.
The units range number goes no higher than 21 no matter the unit. An archer with +90 range goes to 4+17 range, an elite longbow man with +90 range goes to 6+15 range. And yes I tried to add multiple range modifiers.
Furthermore there seems to be some iffy things I need to deal with after obtaining a higher range. AI units won't target things within their extended range or line of sight if I don't draw aggro withtin their usual range. This might be a problem of unit stances as I've yet to make them adopt a stand ground stance without wandering.
Another thing is that my own units seem to be unable to move within range if the target is visible but they're just out of range.

If you're referring to the scenario trigger effect to change range, then yes, it's capped to ensure that line of sight, search radius, and range remain relatively safe (safe is really about 16 range, which ensures that line of sight and search radius are equal or greater, but ES included units like the hero trebuchets with longer range, so lol). If you require an unsafe, long range value, you can use up-effect to directly increase the range with a custom tech effect. However, line of sight and search radius are internally capped at about 16, regardless.

Oh dang, then it seems like I've to rethink my concept.
It's the AI that needs the humongous range, this seems tricky.

I did try it in compability patch, though I seem to have some issues as it crashes at my second scenario test every time.
Still caps at 21, is there anything else I have to do here?
I tried teching up after trigger effects had taken place. I tested it with +13, +14, +15, +16 and +17 range archers, none of which got any tech or age bonuses. I tested with britons for the added range.
These archers wans't even upgraded when I researched crossbows and arbalests. Seems like the game treats them as their own unit type.
