Is there a way in the scenario design to restrict where buildings can be placed? I'd like to be able to say "you can't place this building more than X from a town center".

I don't think there is. You could set looping triggers to have the buildings removed if they are built in certain areas but the AI would probably keep building them there anyway only to have them removed each time. The AI isn't that smart. I have a trigger set to keep an ally computer player from sending units to a certain area and exploring it before I get there. It's a remove object trigger and the comp AI still sends his villys and military units into this area only to lose them immediately. So, yes, you can set triggers that will immediately remove a building in a specific area and by looping it it will continue to remove buildings that the comp player builds there. You may need more than one trigger if you have more than a single square area that you want to limit buildings from.
