I've not experimented with this myself so I speak off the top of my head. Saboteurs are best because they are repeatable (always same amount of damage). Try moving them slightly away from buildings they destroy - this may lessen the force, I do not know. If not (and if this takes place in the fog of war or an unexplored region) then use a destructive unit such as a seige onager and "task" it against the building; removing it after a timed interval.

Actually Sabs are the best way to do this just be sure NOT to use too many as it will destroy buildings instead of damage them.

I did a burning village in one of my scenarios, and every time I tried to use a Sab on an Outpost it destroyed it. In the end I used a cannon, tasked it to the Outpost and made it disappear after one shot. Worked like a charm.

I used Siege Rams, and tested how long it would take for them to destroy the building, and set the timer a little bit before that point.
