I have found a solution its not clean but its the best I can come up with as one of the effects "Place Foundation" does not do as expected instead of placing a unbuilt building it is placing a prebuilt building.
Trigger one
Loads the vil on the transport
Trigger two
Cond When player1 unit count is 2 on transport square
Effect1 Task transport to island
Trigger three
Cond When player1 unit count is 2 on destination
Effect1 Chat Arrived on new homeland
Effect2 Unload
Trigger Four (this is the one that does not work as expected)
Cond Villager in area
Cond Accumulate Attribute Wood 275
Cond Accumulate Attribute Stone 100
Effect1 Tribute 100 wood to Gaia
Effect2 Tribute 275 Wood to Gaia
Effect3 Activate Trigger Building Town Center
Effect4 Chat Town Center under construction
Trigger Building Town Cent
Cond Timer 150 (Normal time to build TC)
Effect1 Place Foundation TC
Trigger 4 should have been able to have a effect to place the foundation (which is free) then the Building Town Center would not have been needed as the delay and screen would have been updated properly.
Side note the AI is of no help in this area as it is not possible to control where or who builds something in the ai.
