Answering your question specifically, triggers and name changes have nothing to do with map design. Map design is simply the beauty of the map you've designed and decorated. Triggers and name changes are usually game play related... they don't affect map design too much.

Triggers are not judged when tallying the score. So, number of triggers has absolutely no balance on the score fo your scenario, or of the Map Design score.
The thing we look for is quality. Triggers influence many areas of the game, such as Balance, Playability, Creativity, and even map design. So, triggers contribute to the overall scores for all of these categories.
Remember that it is possible to have an amazing campaign with only a few triggers, and a absolutely horrible campaign with hundreds of triggers.
Don't add triggers just for the sake of having triggers. If they will have some influence on the scenario, by all means go ahead and add them. But remember that your scenario is not judged by the actual triggers. If you can do something just as good without a trigger, why waste your time by adding the trigger?
