I think Bingmann's AI has some small, but insiduous bugs.
The AI is written to have a "Slave" and a "Master".
1. The Slave. As written, does not attack or advance to Imperial - this appears to work as intended.
2. The Master.
2.1 One of the conditions to research Imperial is "tier4" done = 1. For the civs I looked at, this always gets reset to o before reaching the Imperial research rule, thus the Imperial research never activates.
2.2 As a result of this, the Imperial age tech researches can never be done.
2.3 The "attack-now" commands (except for 1) are all dependent on the firing of the "attack timer". The "attack timer" can never be triggered, as it is dependent on Imperial age tech research (see 2.2). The other "attack-now" command depends on a specific setting of the "attack status", which can not be reached, as the status remains on the first initial status due to the "attack timer" never triggering.
That is my understanding of the problem, but it wouldn't be the first time I have been wrong if I am wrong There is another problem I noticed while looking for the above - when checking the success / failure of the Imperial age upgrade, if unsuccessful it resets the current age goal to Imperial instead of back to Castle.
Hope some of this helps
