Well you know why? Because reviewers are gamers, they like to have fun when they play scenarios and campaigns. If you are new at scenario designing, then you could 'suck'.
Besides, there are much more scenario designers than there are reviewers, we can't do it for everybody.
If you want a review, you usually have to ask someone to review it. If posting a message here doesn't work, then you usually need to email them.
Another way to get famous fast is to get a lot of people to test your scenarios before you release them. Sometimes, you may get somebody who's a 'big name' and they will recommend you to other people. It's quite effective.
Anyway, it's just my advice to you.
