I created, in my scenario, a neutral city just for trade with the player, no units(except a trade cog) i set the AI in none. Is possible to make the city wage war against the player ( i try creating war units by triggers and send them near the player town didn't work)? If a set the AI in standart and don't allow it to create units(necessary to my plans) it will resign how can i deal with this? I don't understand how to use the AI triggers maybe the answer is here? Can anyone help me please?

You have to make your own AI and not let it do anything until an AI signal is sent from the scenario. Then in the scenario use the Send AI Signal command under Effects when you want the player to start doing stuff.
another trick I learned: make an enemy player of the same name, color, etc. but a different AI(the one you want). Have one unit of that player and put it on a place that cannot be reached no matter what.
When you want the AI to change, convert all the enemy 1 to enemy 2.
