1. If I want to make a map that's available to play for everybody on aoe2, can I use the expansions data set when creating the map?

2. Is there a trigger for randomness? i.e. Spawn a unit randomly in one of three places once the map loads.

1) Yes, you select the expansion sets you want to use (require for others) when you first create the scenario.

Well, to make the scenario possible to play for every owner of an Aoe2 copy, you should probably use the Age of Kings versions, although The Conquerors is more popular. You need to own the expansions to play expansion scenarios in single player though.

The chance condition is a bit wonky and hard to use properly if you don't know what you're doing, I suggest using Chance Rams or something simpler if you're not aware of how Triggers work internally.
