If you are destroying enemy units and only have one unit for player one, then you could use the Kill ratio condition for this.
Trigger 1 looping
Condition Accumulate attribute - Kill ratio = 1
Effect create object = A unit for player 1
Effect remove object = the above unit
Effect (What ever you want for killing an enemy unit)
Every time an enemy unit is killed this trigger will fire and create a unit then remove it for player 1 to reset the kill ratio to 0. If player one has more than one unit then this system doesn't work so well, due to the fact you will need to kill an extra 1 unit for every unit player 1 loses. So you could use the Own fewer objects condition.

Condition Own fewer objects =?? (The total amount on the map for this player)
Effect create object a unit for this player.
Effect (What ever you want for killing an enemy unit)
Again, every time an enemy unit is killed this trigger will fire. But you need to create another unit for the enemy somewhere on the map to enable the trigger to fire again. This system does work so well if you have varying numbers of enemy units.
