I got the monk to follow the la hire, but dont heal him if he is damaged.
Here is how:
First set the diplomacy settings to the following, taken in account that this method covers two players:
Player 1 = ally to player 2
Player 2 = enemy towards player 1
Now put down a monk with japanese relic (requires a data file, that allows all hidden units) and a la hire unit. The monk with japanese relic owned by player 2, and la hire owned by player 1
Make a trigger. Create a new effect called Task object.
Set object group to: Priest
Set object list to: Monk with japanese relic
Player: player 2
Set object, the monk with japanese relic. Location: La hire
Put the trigger looped and on (you first test if it works)
So if you want it to keep following then set to loop, else put loop off.
Now you got the monk with japanese relic to follow the la hire. You can prevent your la hire from attacking the monk with japanese relic by making this trigger. This worked for me:
Create an condition: Object has target: Set object to the la hire and next object to the monk.
Now create an effect freeze object and set it to the la hire. Also loop the trigger. This way, once la hire tries to attack the monk it is frozen.
