'Ground Turret' is a utility which changes the heavy scorpion unit into a 'turret'. It is not a new unit, simply a modification created by genied2.

Usefulness: It's not very useful. This can easily be done using GenieD2, or even without data editing you can change attack/hp and put an invisible cliff underneath to prevent movement, though you can't change the blast radius or range. In addition I can not think of many practical applications where this may come in handy. This is something like the ballista tower of AoE, except that it doesn't look like a tower. Score 2.0
Novelty: It is a creative idea, but not really very much. 2.0
Quality: The turret does work as described, except that the attack is displayed as 1000 when it is actually not. Also this is not a new unit, thus it can affect gameplay as you can't upgrade scorpions. 3.0
Instructions: The way the turret works is properly described and there is a readme. However it would be better to have a small example scenario. 4.0

This utility is neither very useful nor difficult to do. The only purpose it really serves is to demonstrate the advantages of using GenieD2. There are a lot of great things which can be achieved using GenieD2, but there's no point making a utility for everything.
