Replace empires2_x1.dat or empires2_x1_p1.dat of C:\Program Files\Microsoft Games\Age of Empires II\Data and you will get rid of the limit of 200 people!

Yes you do, but back up, copy your original empires.dat first to switch back.
Edit: I moved the file from Utilities.
Altered .DAT files, which are game modifications for the player, go to Mod Packs. If the altered .DAT file is a scenario design tool, a game expansion like Renaissance, it is a utility.
