How do I create maps without any civs on it and save it as .rms file?
The map I save is always .scx file...

You don't. You play it as a scanario and it will give you a TC and villagers.
You want fries with that?

hm but I have downloade lots of random maps with the extension .rms. How are those created?

RMS goes for Random Map Script. You need a text editor, like NotePad, to create a script. There's a how-to document in the Conquerors CD. And there's a utility in the Blacksmith which helps you by giving you the "skeleton" of your script. Making a random map script can be really frustrating (at least for me )
If you make a .scx file is not a random map... resources will be always in the same place.
