I'd like to add to your comments...
...In order for a file to actually be a Utility there must be some intended and also real usefulness for the visitors of the AOKH Utilities section.
The uses and intentions for the Utility should be described well, so that the visitors can easily find Utilities that serve their interests. Of course being creative in the descriptions and enticing visitors to use the Utility is good. However hype and the opposite indifference in a description often has negative and disappointing effects on the visitor users.
There are many types of Utilities; Applications, Tutorials, Templates, Sound Compilations, Statistical Lists, etc., and most give visitors something of interest and use.
Utilities without description or instruction can be useful to a few visitors who will figure it's use on their own. One may have found the way to name a created unit through triggers, but without a description on how to implement it the Utility of it would be considered a less than excellent Utility in a Review.
Moreover the concern is compounded for the less amazing Utility, that just attempts to give a single aspect for design. For instance an unfinished map design could be considered a Utility if the intention is to have the visitors use it and complete it for a scenario design.
For the less amazing Utility (if you will), the value is determined by the user, but the concept of providing it is good. However, I remain concerned for the visitor who could be made to sift through hundreds of unfinished map designs while just looking for some good battle sounds.
Therefore I think the concept of uploading an unfinished design that could be considered unremarkable by the majority is a poor concept. Still, if the creator of the Utility takes the time to describe and instruct well the user to the map design Utility, then the concept, value, and quality could be considered excellent.
Upload an unfinished map without any indications to the visitor and without a description and instructions...and the Utility is for all intents and purposes, useless. No doubt, these kind of Utilities will suffer in the Reviews of my colleagues the Official Reviewers, and also suffer at the hands of the many dedicated and serious Visitor Reviewers.
Reviews aside...I wish visitors would think of the Utilities section as their own great file sharing feature that it is, and yet respect the space provided for everyone to share the best of their creative efforts. Rather than use it as a recycle bin for their undeveloped concepts. Concepts for utilities may be simplistic, and yet very interesting and useful to potential users, but if you are uploading a concept that you yourself were unable to use, and in a discarding manner, then it most likely is a poor and/or failed Utility.
