I am planning on creating my own campaign,The Rise of Nilian perhaps.And I was wonderin, just to be on the safe side, is it legal to use sound files from any other campaign without their creator's permission???

Almost every designer does it, and if you want to ask permission to use a sound file, chances are the sound file has already been used in a previous campaign and the designer took the files from that.

Since you have no proof that they copied it off the internet, or from another author / campaign without asking permission, you should not use it unless you ask. It's not just out of courtesy; they could've paid for the sounds, music, etc from some CD, or worse, they could've stolen it themselves from somebody who holds the copyright, which makes it an illegally obtained sound file.
Always ask for permission, regardless of "how many people have done it."

The mods are always right, follow their advice.
Also, it is always a good thing to put the credits in the readme for the campaign, so if people liked the sounds in your campaign, they will know where to find them.

Agreed, but I have lots of sound files on my PC and no idea where most of them came from. I'm sure others must be in the same boat.

Know where you're coming from. In that case, I assume that you COULD try to retrace where you got your sound file from and figure out how to give credit that way, but it probably doesn't have to go that far.
