Hello,
I'm trying to create a unit that functions like a machine gun for a WW1 mod. The idea is to have it fire its bullets in randomly in a cone and to do full damage to any unit it hits.
I tried setting the unit's accuracy to zero and attack dispersion to 0.25. It works as intended except for the fact that, by default, "missed" shots only do half damage.
I also tried giving the unit a very small blast width -- since splash always does full damage on direct hits. Unfortunately it seems like the accuracy value determines how often the splash actually goes off, so a zero accuracy unit is basically incapable of doing damage.
Any idea how to work around this problem?

Why not just double the damage?

That makes it do double the intended damage to the unit it's actually targeting, which would make it far too strong against single targets.

Ah! My assumption was that with 0 accuracy it would never hit the targeted unit. Is that not the case?

It's still possible for it to hit the unit its trying to attack, in which case it does full damage, yes.
Zero accuracy just means its shots are completely randomly distributed in its cone of fire. It can still "accidentally" fire a bullet straight down the middle and hit the target.

Secondary projectiles? Or use petard-like dead unit for projectiles? However I did know that projectiles wouldn't create dead units when they missed.
