...Sweet, I was just doing some fun Imperial Navy math.

So, according even the earliest SW lore, the Imperial Navy operated 25,000 Imperial-class Star Destroyers, in both Marks I and II. The Imperial Sourcebook has a lovely chapter describing how Imperial naval forces were organized up to the sector level. So, using this, we can come up with a nice estimate of full Imperial Navy fleet strength.

Additionally, The Essential Guide to Warfare notes that at the height of the Galactic Civil War, "the spacegoing forces of the Rebellion amounted to just 7 percent of the Imperial fleet's strength, while the total number of Alliance troops was just 3.5 percent of the New Order's military forces." It then notes that this equivalent to 15 Imperial sector groups.

This does put us at a bit of quandry. One Sector Group has 24 Imperial-class Star Destroyers assigned to it. So, simply taking the total number of ISDs built and dividing it by that figure puts forth the idea that the Empire had 1042 Sector Groups. However, the comparison to Rebel forces suggests the Empire had just over the equivalent of 214 full-strength Sector Groups. These are not mutually exclusive, as the term "full-strength" is key here. Now, some SW reference writers like Dr. Curtis Saxton would insist that of course the Sector Groups were at full strength, and thus each ISD had approximately 100 escort, screening, and supply ships backing it up to give an Imperial fleet numbering in the millions of hulls. On the other hand, story materials note that ISDs were vastly preferred in appropriations and construction.

So, we can construct three distinct models of the Imperial Navy to get an idea of its scope. First, we calculate the number of vessels in 214 full-strength Sector Groups. The second model replaces on a weight basis (mass calculations are not canon and are based on volumetric estimates from previously-canon blueprint references) lesser ships with an equivalent weight in Imperial-class hulls to allow for an ISD-heavy picture. The final model discards the note from EGTW and instead assigns a full and complete sector group to each ISD.

First, we must discuss what goes into a Sector Group. Nominally commanded by a High Admiral, a sector's moff would often hold this position. However, sectors of high naval activity would have dedicated naval officers to manage a formation of this size, allowing the moff to focus on political matters... such as whatever issue could require multiple sector groups in his territory. According to the Order of Battle, a Sector Group consisted of four Superiority Fleets, one Deepdock fleet, and one Support Fleet. This force is typically 2400 starships, with 24 ISDs and another 1600 combat vessels. The Imperial Sourcebook notes that there are "thousands of Sector Groups" in the Navy.

A support fleet is 500 vessels, with around 125 of them corvette class or smaller, and another quarter comprising truly massive cargo vessels (known as Field Secured Container Vessels) on par with the Executor in scale. This also includes a force escort (this is a formal term in the Imperial OOB, consisting of four squadrons, primarily built around cruisers and frigates, designed for escorting more vulnerable forces) of 108 combat vessels.

The deepdock fleet also has a force escort to defend approximately 170 other ships of the technical services and deepdock complexes.

The superiority fleets consist of two superiority forces and two force escorts under a Fleet Admiral. With half a dozen Imperial Star Destroyers, these formations are meant to keep the peace in quiet sectors. The combat forces are augmented and supported by a Force Support and Force Technical Services detachment each. The Force Support has 100 over 100 ships carrying munitions, consumables, spare parts, and equipment. Medical ships are also attached to these task forces, however there are no organic armed escorts. Instead, escorts are assigned as need and available allow. It was not unknown for Imperial admirals to try to bait Rebel forces using seemingly unescorted Force Support groups. Force Technical Services consists of eight heavy transport ships (of the same type used by the Army to carry a Corps of assault troops) and a pair of escort frigates assigned to each vessel. Major repairs, deep space modifications, and towing of disabled warships are the domain of FTS.

The superiority force has three ISDs, organized from three battle squadrons, and a light squadron for screening and recon. It has about 90 ships. Force escort, as noted above, have four cruiser-heavy squadrons. Two heavy squadrons and two light squadrons give it a mix of firepower and maneuverability, making it a flexible formation. The guiding maxim for Force Escort is "never send too much."

Next down is the squadron. The battle squadron consists of an ISD and 17 other ships, organized in two attack lines and a pursuit line. The lines are the simplest formations, and it's telling of the power of the Imperial-class in that it qualifies as a line on its own. Originally, it was going to be classified as a squadron... but the Admiralty realized that there were more lines than squadrons, so classifying the ship as a line instead of a short squadron meant they got more Star Destroyers. Light and heavy squadrons have more flexible compositions, with two major configurations for each. Light squadrons can either be two attack lines, a skirmish line, and a recon line or two recon lines, a skirmish line, and a pursuit line. Heavy lines either have two heavy attack lines, an attack line, and a recon line or three heavy attack lines and a skirmish line.

There are also troop squadrons and bombard squadrons, but these are not "standard" formations attached to the sector fleet. Instead, these are special assets that are requested on the basis of necessity. Troop squadrons carry a full field army of four Corps. Bombard squadrons are designed around Torpedo Spheres, but their limited production precluded their adoption into larger formations.

Lastly, lines are made up of several starships. The general rule is supposed to be four starships of a given type:
Attack Line - Medium cruisers
Heavy Attack Line - Heavy Cruisers
Recon Line - Light Cruisers
Skirmish Line - Frigates
Pursuit Line - Corvettes

In reality, these formations could be anything from two to twenty vessels of mixed size from Victory-class Star Destroyers to FTL-equipped gunboats. The only hard and fast rule was that the Imperial-class Star Destroyer counted as a line in its own right, and was posted to battle squadrons.

So, if you've been keeping tally, this means in a Sector Group you should have:
110 Attack Lines
78 Heavy Attack Lines
64 Pursuit Lines
80 Recon Lines
44 Skirmish Lines

This gives a Sector Group a muster of 24 ISDs, 312 heavy cruisers (Dreadnaught or later, Vindicator-class ships), 440 Strike-class medium cruisers, 320 Carrack-class light cruisers, 256 frigates of either Nebulon or Lancer type, and 176 corvettes. This gives a total of 1528 combat ships, suggesting that in practice some heavier vessels were substituted by greater numbers of smaller craft.

This means an ideal sector group would be manned by 7,321,484 officers and ratings with an additional 141,564 gunnery crew. In their holds are 1,385,248 Stormtroopers backed up by 920 All Terrain Armored Transports and 1600 All Terrain Scout Transports. Air cover is provided by 18,336 TIE fighters, with assault operations handled by 5,792 TIE bombers. Personnel transport and landing operations are provided for by 3,240 shuttles, attack transports, and dropships.

A Stormtrooper battalion consists of 820 Stormtroopers, including the command personnel. So, that's 1,689 battalions with a roughly company-sized group left over (perhaps a headquarters detachment assigned to the moff). Determining the armored units is more difficult, as the Imperial Army intermingles organic infantry at the battalion level, and deploys with armed repulsorlift transports at the company level. Additionally, at platoon and company level, a command vehicle is attached to the formation. Also, at the company, regiment, and battlegroup (division) levels, armor has two or more formations with varying concentrations of armor and support (high speed transport, foot infantry, artillery, etc).

We can say for certain that a sector fleet that is fully equipped in its air wings has 1,528 squadrons of fighters (or nearly 255 full wings) and just under 483 full bomber squadrons.

Now... to cover the entire Imperial Navy is a rather more daunting task given the assumptions that have had to be made just at the sector group level...

IIRC the Alliance went all-in at Endor. Why didn't Palpatine have more of the Imperial fleet present to further entrap the Alliance fleet (barring them moving into the Imperials lines to thwart Death Star firings)?

Speaking of, what of the Imperial fleet present after the Death Star exploded? It's not like they just turned tail and ran, and the Alliance lost two capitol ships that we saw in the movies, and from numbers that can be estimated from the throne room's viewports, we can see that capital ship-wise, the rebels were hopelessly outclassed and outnumbered. So barring them somehow plotting emergency jumps, why didn't they get enveloped and consumed by the Imperial ships after the Death Star's loss?

Overconfidence. Also, going back to EGTW, the Empire had the Executor, two battlecruisers, two Tector-class Star Destroyers (heavily-armored ISDs), and 33 ISDs. Hard not to be overconfident when you have that plus a starship-vaporizing raygun that the enemy doesn't know you have behind your impenetrable shield.

During the battle, the Imperial communications ship (the battlecruiser Pride of Tarlandia) was blown up. The Executor went down shortly after, followed by the Death Star. Command and control was borked sideways. Supposedly, it was Captain Pellaeon who gave the retreat command... to several admirals. Wasn't until they regrouped at a nearby star that shit started flying... first, rank was pulled, then the most senior admiral was a dithering incompetent. And the ambitious officers decided that, now that the Emperor was dead... why shouldn't they rule some chunk of his domain instead of fighting for an empty throne?

I think Moff has hit something interesting with the question of "full strength" sector fleets. The Empire's ruling philosophy is arguably to do the minimum necessary effort to achieve a particular goal. All through the trilogy, Vader hacks his way through incompetent officers whose plain laziness allows our heroes to escape. It stands to reason that almost all the Imperial forces, while technically and numerically superior to any threat to the empire, were probably running at a constant state of being undermanned, underequipped, underprepared, and undermined.

From what I gather, the Empire was closer to the feudal civilisations in Age of Empires II than it was to the absolute monarchies of the 19th century with fully professional armies. Large parts of the Imperial forces would be keeping order on remote systems, and others still would be keeping order over the people keeping order, to stop some regional governor siezing power for themselves. I think it's actually quite reasonable that the Empire should not be able to vastly outnumber the Alliance strength at Endor - remember that the goal is not simply to crush the Alliance, but to hold onto the Empire. So basically, they have to devote most of their forces just to suppressing disloyalty? I suppose that's the disadvantage of authoritarian rule: You have to be everywhere at once, because nobody actually likes living under you.

While true, the Alliance was the only legitimate threat to the Empire as a whole. They could've siphoned ships from several sector groups to help crush them at Endor. Well, siphoned isn't the right word, redeployed is more like it. They could've temporarily taken more ships from the Core Region or those with little chance of overthrowing local Imperial rule. Especially since by design the Emperor allowed them to learn the location of the Death Star, which yeah goes back to what Moff said about his overconfidence. Tbh losing one or two unimportant sectors but crushing the Alliance in return would've sent a message like "yeah, you can rise up if you want, but we'll just roll you again; look at how easily we destroyed your pitiful Alliance at Endor".

Then again Moff hasn't mentioned too much along the real world parallels. The U.S. has 11 supercarriers that allow it to project power anywhere in the world that has a coastline. But not all of them are ever deployed at once due to maintenance, training, and other stuff. Same with the rest of the navy's ships. What were the maintenance schedules and similar real world stuff like for the Imperial Navy?

Well, that's kinda addressed by the maintenance elements... but yeah, it's highly unlikely that all 25,000 ISDs are flitting about. Unless you're part of the Maximalist Camp.

I think it's actually quite reasonable that the Empire should not be able to vastly outnumber the Alliance strength at Endor - remember that the goal is not simply to crush the Alliance, but to hold onto the Empire.
Also remember that the Emperor had the goal of recruiting Luke to the Dark Side, and this proved a distraction.

As an example, ordered Admiral Piett to send his fighters in close without capship support (thus losing most of them), just to add more drama to his Death Star firepower demonstration for Skywalker.
