I don't know if this is more of an scenario question or an AI question, but whatever.
So, I've copied and pasted African Kingdoms and Rise of Rajas campaigns to the campaign folder in order to extract the scenarios.
As I open them in Trigger Studio, I see that some AI players use Promisory AI. Now, could this be so? I mean, do official campaign scenarios really use Promisory AI instead of player/scenario specific AI?
If not, if all AI players use specific AI scripts then I'm doing something wrong. What could that be?

Promisory is the name of the default builtin AI in HD Edition. I think it's accurate that most campaigns use Promisory. The scenario-specific behaviours are implemented using scenario triggers instead.

Campaign scenarios never make use of the Default AI.

Then I'm either doing something wrong or the default campaign extractor can't open some specific scenarios AI and it's filling the blanks with default AI.

You know what? You are right. I deleted all the .per files I had in the Temp folder and started all missions again and no Promisory appeared. My guess is that I once opened an scenario with Promisory, but I don't know when, because this computer I haven't used it a while, but whatever.
The mystery now, however is, why if I extract the scenarios with the stock campaign editer and open those files with Trigger Studio, I get only Promisory AI's.
